Third-Party Review and CM&I for Bonds for a Better Bellaire 2016 Group A Phase 3 Waterline Replacement

Civitas provided constructability review of design plans and construction management and inspection of waterline replacement that included open cut and trenchless construction methods along with pavement improvements. The existing waterlines ranged from 2-inch to 10-inch diameter of cast iron and asbestos cement material, to be replaced with PVC and steel waterlines up to 12-inch diameter, with steel casing pipe when crossing TxDOT right of way. The work along Bellaire Blvd had to be coordinated with offices, restaurants, and a 24-hour urgent care clinic to schedule shutdowns at the most convenient times for the customers and ensure that water service was restored in a timely manner with minimal interruption. There were also interconnections in the water system that were not show in gate maps or record drawings so that test cuts prior to shutdown were lengthy and challenging. There was also work in residential neighborhoods with custom landscaping and irrigation system that required coordination with community organizations. Civitas ensured that the work met specifications and worked with the contractor to limit change orders. This renewed water system will provide safe and reliable service for years to come.
