The Water Production Facilities Strategic Plan (WPFSP) seeks to align water production needs with other Dallas Water Utilities (DWU) strategic planning efforts and provide a holistic approach to the future operations, maintenance, and capital investments at the WTPs. As a substantial subconsultant, Civitas led the Source Water Characterization, Regulatory Assessment, Water Quality Goals, Treatment Process Performance Evaluation, and Residuals Handling Assessment subtasks, analyzing data covering multiple raw water supplies and three treatment plants, providing evaluation of current performance, and benchmarking against regulatory and utility goals. Civitas also assisted in the identification of performance limiting factors, development of short and long term CIP projects, outlining guidance on future treatment technologies, and sampling and evaluation of contaminants of emerging concern including PFAS.
